- pandm101 was doing the papercrafts, I had nothing to do with that. It was me and satoh that were trying, and reasonably succeeded, at doing so.
- If the models were at all ready to be released, or at all usable for anything other than a proof of concept, they would have been. The best we got was a dozen pieces that loosely fit together into a model given a primitive understanding of the skeletal system. Textures had to be extracted and painstakingly added by hand, often with the aide of manually looking up values with a hex editor. We had solid theories of how the animations worked, but you need a solid application of everything else before they can be applied, which I never did (no speaking for how satoh did, considering he was better at this geometry crap anyway...I only finally took a vectors class last semester and got a 70 at it). We're not hoarding anything from the public that's worth bragging about, for what it's worth.
- The models are a custom solution rolled in-house at Capcom for this game and this game only. They're not human readable. They're buried in large container formats with all the other assets of the game, also structured uniquely to this game and this game only, and is also not human readable. There are no existing tools that will help you aside from a hex editor to see the raw data.
- We're not going to upload a copy of the PC version, that's clearly against the rules of the forum; however, understand that it is not 10 years ago when everyone thought DASH2PC was a myth. It is not even 5 years ago when you could only find copies of the game on dodgy chinese BBSes that could easily leave your computer like so:
It's 2016, and there are copies of this thing absolutely everywhere. Everywhere. About 3 years ago, a few people on various sites put huge bounties on this game being sourced, and now even rubbish sites that somehow only have older editions of Sim City and Call of Duty has this game. There's exactly nothing stopping anyone from finding a bootleg copy of the game except for an aversion to Google.
Sorry if I'm being especially sore and cynical about this whole thing, but the only people I ever see asking these sorts of questions are people who are looking for an easy way to be internet famous and after about a week of realizing that modding or ripping assets from MML/MML2 is not as hold-your-hand-easy as Super Mario Maker, they give up and are never heard from again. There's nothing stopping you from doing this thing, or anything for that matter, but you've got to want it enough to get your hands dirty and burn a few dozen hours on it.

It appears that the 'Make War, Not Love 3' campaign continues; Sega was offering 3 other games yesterday which have now been exhausted (Streets of Rage II, Binary Domain, and Condemned: Criminal Origins). If I read their website correctly, three more games will be available in roughly 10 hours from this posting - the classic run-and-gun Gunstar Heroes, a twin stick/vehicular shooter called Renegade Ops, and a hack-and-slash action game called Viking: Battle for Asgard. EDIT: Steam keys for the 3 games mentioned, as well as Warhammer: Dawn of War II, are available on the website right now. All that's required is your email address (and to join Sega's newsletter with it).

The codes in/for [pec] are for the final commercial NTSC-U version of the game, and are Action Replay-style codes. What you've linked to is a debug copy of the game with built-in dev tools, and will not work with AR codes intended for the final version.
You'll need to load your retail copy of the game into the emulator to make use of the majority of the codes that are readily available here and elsewhere.

It's true that all of those languages could in theory do what you require, but this might be taken to imply that they are therefore all equally viable options. It's true it could be read like that, and I certainly agree with you Santa Melty that different languages have their strengths and weaknesses (and yes, you probably shouldn't start with C or LOLCODE). My intention was to emphasize that the faster you pick something, even if the choice you make is fundamentally flawed, the faster you can fail and better yourself from that failure. It's hardly efficient, but it will open you up to a lot more possibilities and ideas, and you'll find more about what will and won't work for your particular situation, workflow, and ability. - You might just decide you hate the whole thing once you try it. In that case, you don't need to bother with a textbook.
- It's more fun to be able to create a program that does things first and then learn all the dry details later.
- I find it can be difficult to read about theory without first having some experience. Theory should inform practice, but it can all seem very abstract unless you've encountered the problems that the theory is trying to address. Your mileage may vary, of course.
Fourth option that got me going on Javascript: download some small portion of code and think about what it's trying to do and how it's going about doing it. Look up example pieces of code that people have created, and slowly step through them, looking up functions and syntax you're unfamiliar with. Think about how these instructions could be rearranged to do different things and yield different results. Think about situations where these instructions would be useful. There are all manner of specification and coder "bibles" that function like a dictionary for a particular language, but they best function if you already know approximately what you're looking for. It's the classic problem of 'how do I look up the spelling of a word in a dictionary if I don't know how to spell it?' problem, but with concepts and functions.

One thing you have to remember about making a Legends fangame is that the Legends series was created for the PS1; that means there is an aesthetic that was built with the limited resources a machine released in 1994 could run. If you consider what the average hobbyist can do today for free, you'll find that it well exceeds what professionals could do back then.
Personal projects - all of them, regardless of what they are - come down to having a clear goal, and having the time, tenacity, and talent required to achieve it. These are not things that can be borrowed or bought.
I recognize this doesn't answer your question at all, but the truth is, it doesn't matter THAT much which language you choose. Everything from the older C and BASIC to the relatively newer Python and Javascript to even the esoteric like LOLCODE could be used to create your project. It's far too easy to get so hung up on planning and trying to lay the perfect foundation that you never break ground. The trick is having the drive to follow through with it. Look at your current toolbox - you surely have some creative tools at hand if you're at the point where you're wondering if you can do more. These tools represent skills you already have, and things you ought to exploit the hell out of going forward. Next, start experimenting. Don't ask others what works - download some popular tools and play around with them. Some of them will be "professional" tools and they'll be intimidating. Some of them will be "noob" tools and be laughably limited in their scope and functionality. At some point, you'll find some admittedly imperfect foundation that you can build SOMETHING off of. Now, don't get me wrong, what you're going to build is going to be kinda shit (but no one's going to out and out say it), but this is the goal because it's in the shadow of that that you make something less shit, then less shit still, and then eventually something that deserves praise on its own merits. The point is to DO something, anything, even if it's shit, and DON'T STOP DOING because even a horrible creation is objectively better than a lack of one.
If you do want help learning how to program, I would suggest learning about how program flow works and the most common kinds of instructions - the stuff that is almost entirely language-independent. If you know how a program is supposed to flow and fit together, you'll be able to "write" programs long before you ever actually write programs. Flowcharts help with this. Long-term, aptitude for mathematics and vertical thinking will help a ton.
If you ultimately decide that programming is not for you, think about how else you could approach your project. You say your forte is art, so you have a disposition toward creativity. Think of another angle you could approach this that wouldn't just yield the same thing everyone else is doing. If there are an infinite number of possibilities, the closing of a few doors should not matter in the least.

fAB, you ought to know HF has a love-hate relationship with Konami. The image on the left is part of reason for the love. The image on the right is part of the reason for the hate. It's a sensitive topic. EDIT: I should mention that since the source material is the 5th game, the V is a roman numeral 5, and it's made to look like an exclamation mark, which is the series' symbol for "This whole sneaking thing isn't working out for you too well, eh?" Case in point, a classic YASD from MGS2:

It should go without saying that there are a number of games (and indie films) on GOG regularly listed as Free, but that you need to "buy them" for them to be added to your account. The reason I say this is because it was announced that Dragonsphere is changing publishers and its price will jump up to $5.99 on January 1st if you haven't already claimed it on your account. If, for whatever reason, you aren't claiming all the freebies you can...now's the time to at least grab that one.

48 hours ago, GOG released Bio Menace, an early 90s PC side scroller in the same vein as Commander Keen and Duke Nukem, for free. If you're hurting to receive some early presents, this could be your fix. Sadly, there was a Worms game discounted last week, and I missed it. Such is life.

jPSXdec is the magic tool to use - not only will it properly extract the file from the disc (which is a bit more involved than simply copying a file), but will convert the items to individual .WAV files.
The trick is, however, the utility best works with either an original disc, or a clean, first generation .ISO from an original disc; conversions between ISO formats, sloppy rips, rips from bootleg copies, and uncommon formats will often yield errors (usually because of software assumptions that the data is just like a normal, PC-targeted data disc and that things like the disc ToC, subchannel data, and error correction data is not that crucial in digital copies). If you're having problems with the software, it may be that your copy of the game is faulty and the disc needs to be cleaned/resurfaced.
