Oh, i got other guesses.
3) It's a mini jetpack like the one Samus Aran uses when she jumps. Maybe thats why MegaMan jumps high in this game without the jump springs from MML.
4) It enables MegaMan to move while he locks on.
5) Gave MegaMan his female voice. LOL.

Right! Cause when u jump, it makes a little swish sound. Though i dont remember if it made the sound in the original.

The true purpose of it, in my opinion, would be as follows:
Given the updates from MoTB in the "Realism" department (IE: The fact that the servbots have to pick up the refractors, as opposed to just having Tron run into them) Capcom Production Studio 2 decided to create MML2 "in it's image", so to speak. It probably just implies that Trigger stores his refractor shards in the little box-pack of his. The refractor shards really aren't as big as they make them out to be, you know. Proof of such would be in the official MoTB (Or rather, TnK) artwork, where the servbots are seen holding blue and purple shards, that are no bigger than them. This obviously suggests that since the Refractors themselves are about as big as Trigger's torso, that the shards should, realistically, be relatively small. Therefore, Trigger can store them in his little backpack.
I'm theorized on this for a bit, and have considered other options, like maybe it's just an added accessory. Compare Trigger's back in MML2 to MML. He has somewhat of a boring appearance because of the lack of a backpack, I don't know. Maybe they wanted a little extra color, to brighten him up a bit. You'll notice that Trigger went through some pretty dramatic changes from MML to MML2. Hid armor, for instance, is a lot more rounded than it was in the original. His neck piece and upper body part both sort of blend into eachother, rather than being overlaying seperate layers as they were in MML. He's also increased in height, of course. His ears aren't as large, or noticable as they were. I won't include the voice actor, as it remains the same in Japanese, and Capcom USA is just plain retarded in choosing Roman for the part...
Anyway, at this point, I'm just ranting and rambling, so I suppose I'll just stop now.

Have you seen mini-backpacks these days? Sometimes I wonder how people fit things in them...but they're actually a lot more spacious than they look. Maybe that's the case with Mega Man's too.
I do remember playing an adventure game called "Toonstruck" when I was a kid though, and the main character carried around a "bottomless bag" that he put his inventory in. Maybe the orange backpack is bottomless too--a Bottomless Backpack. Video games don't always have to be realistic.

Dashe, yeah, that's one of the more reasonable options, but I'm also considering the whole "accessory" concept, and knowing CPS2 (Why does Rock in .EXE have hair? He's a computer program..) they'd most likely be strange enough to add a backpack for the h*ll of it. So yeahp, there's probably no actual purpose for it.
And RockMan Trigger, though my posts may be "way too long", your's seem to be, "way too short". -.- Just a little tip, try reading over the rules every once in a while. And you'd best prepare for long posts here, as tons of us tend to make 'em. Me, Dashe, Gesellschaft Grrl, Fire Griffin, EricChiz, PharaohMan, mltmlt22, etc. etc.

Ok, but i have another one. The backpack is getting to be reasonable but what if its a thermo pack. Cause in this game he goes to places with alot of temperature changes. Like in Yosyonke, it keeps him warm and in the desert, it keeps him cool. But then again, it could be a backpack.

(Why does Rock in .EXE have hair? He's a computer program..) Just for the record, Roll.EXE has hair too coming out in of the back of her helmet; it really seems fake to me. I presume those are simply fake parts included because the custom navis are designed to the users specifications, and human-like was the best way. Lan's Dad probably made Megaman this way in particular because he knew it would be a vessel for Hub and he didn't want to put his son in some crazy non-human thing.

Roll.EXE's hair always reminded me of those flat pigtail things Yuna's got, even though hers appear to have actual dimension.
As for the thermo-pack theory, I always thought his digger suit had a built-in temperature regulator. Like Samus's Varia suit (I think that was the one).

I like that theory of the refractors actually being a lot smaller than they appear on the screen. I'd never really thought about it that way before. That makes the whole idea of "using refractors as currency" more realistic, too. Wallet-sized refractors do sound rather handy. ;D
