You could use the move Smellingsalt on them... but that would probably knock them out. Paralysis isn't a bad thing, I could probably find some sort of move to replace Spore with, but Smeargle couldn't turn out being helpful to you in the future in that manner. The best thing to do is to start off with Mean Look, (hopefully the roamer is unable to move after attempting to escape that turn), set up ingrain, then pelt them with False Swipe till they're down to 1hp. Paralysis may not be as effective as Sleep, but it also saves you the bother of having to lay sleep back down on them. If you feel like attempting to understand formulas, the catch rate for a pokemon is On Serebii., and although Paralysis doesn't effect the rate as much as Sleep, It's still rather nice to not have to constantly lay down status conditions.

Raikou is either at 1HP or very, very close to it. Entei has about three times the life bar Raikou has.
I haven't touched Latios at all, though, so Spore could prove useful there if he's just as hard to catch as Raikou and Entei were. Suicune and Snorlax were jokes compared to them--literally three balls for Snorlax (which I caught with a Love Ball, of all things), and about nine Ultra balls for Suicune. Azelf, Uxie, Mesprit, and Cresselia were nowhere near this bad, either, and I had the same problems with all three Johto roamers in normal Silver, too. :01:

(in a slightly unrelated setting) Ah yes, if anybody's interested, here's one of the best battles I've ever had with Pitch. (I'm sure he won't mind that I posted it.) All I can say is: Know the name "Anasthesia" and fear it.

I just got home and was going to post that one now actually. Since you did I guess I've got nothing to say really. I don't think I'm going to go to the trouble of putting any more of these up on Youtube for a while. Even though I've gotten it down pretty well, it still takes forever. :06: I got my Celebi today. It was cool; I didn't even have to go in the store. So I avoided those awkward looks you get when you're 21 and you go into GameStop just to get a Pokémon. I bet I looked about as silly wandering around the outside trying to get a good signal though. And I still have to actually physically get it in game, which will no doubt involve lots of soft-resetting for the right Nature, which is something I am just too tired to do right now. ... ∗ collapses ∗ EDIT: Well I got my Celebi and did the little in-game event. I was honestly expecting a little more from that, but I guess the shock factor is gone when you've had it spoiled for you already. That probably would've made it more interesting. Gotta love a good time-travel plot, though. Those are awesome. But Celebi's Time Travel power isn't quite as trippy as Arceus’ power of creation. Seriously. That was some cosmic stuff. Ooh but now I've got all the Pokémon from Kanto and Johto. Legitimately. Three Pokémon to go, but they're all at the end of the Pokéwalker. I need to start walking more...

I think your best bet, Dashe, is to spam Quick Balls on Raikou at this point. Quick Balls are at their best if used at the beginning of the encounter. It's not 100%, but it's stil the best in the situation. I used those for the roamers in Platinum.
Granted, tracking the roamers in Soul/Heart is a bigger pain than in Platinum since you don't have the convenient tool, but since both are close from faint, I wouldn't recommend any attack on them beside False Swipe which can never finish them off.

I'm afraid that I... have to disagree. If I can direct your attention to the capture rate article again, Quick balls DO happen to have a whooping 4x capture factor on them, but that's just one time only (at least before those roamers run away again). If you take a look at the mighty Dusk Ball, it has a whooping 3.5 factor every throw, as long as it's after 7pm in your game. If Dashe were to use the Smeargle as an evil trap-tank, she could repeatedly spam the Dusk Balls for the 3.5 factor constantly, rather than having to track down the roamers every time. When it comes to the quick balls, my experiences revolve mainly around boredom in watching the Poketech's Map App (which shows legendary roamers without the pokedex' help) while breeding in routes 209, 210, and Solaceon Town in Platinum version. (which HG and SS unfortunately don't have). None of the roamers had roar, but 3/5 of them had Roost, which was a pain for me at the time because I lacked a Smeargle. I only caught ONE of them in a quick ball, and I still consider it luck. It was Zapdos, in case you wanted to know. Anyway, it would take several quick balls and track-downs of the roamer in question, which takes a lot more time than what the Dusk Ball is capable of. (especially considering having to look at the pokedex every time, or spraying all of those max repels and just hoping you get lucky south of Eruteak City :23:) That's actually what I suggested Dashe do: wait until after 7pm, take the Smeargle and Dusk Balls, and have one hell of a time. edit: I'm out of roamers to watch on the App btw, so now I'm back to breeding the old fashioned boring way. :21:

If you're going to trap, use Fast Balls. (White Apricorn) For Entei and Raikou they have the rate of a Quick Ball, but you can use more than one. If you're not going to trap (which is totally unnecessary anyway), use Quick Balls because they're your best bet, hands down. Honestly, it's not that hard.. Also, Entei and Raikou can be tracked on the Pokégear. Also also, Dusk Balls don't kick in until 8PM.

Also, in the case of Latios/Latias I highly reccomend bringing an opposite-gendered Pokemon and using a Love Ball. That 8x rate is serious business.
EDIT: And yes, that Arceus event is beyond out there. Almost Nightmare Fuel in some cases.

@buster Cannon I think you just got lucky with that Love Ball. Everything I've read says you need to have the same species of the Pokémon, but the opposite gender. ¹² Technically that's not even possible for Lati@s.

Wow, I guess I did get lucky there. I must have missed the part about species having to be the same. Of course, now I have the satisfaction of knowing that I caught a roamer in what is essentially a Pokeball.

Looks like I lost the game again. and I have no clue why I'm still convinced Dusk Balls work from 7pm-7:59, I'm 100% sure the night time effect- hmm. Maybe my DS isn't set for DST. :17: My (Plat) FC is 4296-9052-9018 if you wanna add it to the list, BC. I do have 3 other games, but Plat is my main.

I've used dozens of Fast Balls, Quick Balls, Dusk Balls, Heavy Balls, and Ultra Balls on these guys with no results. I got one of them to rattle three times and it's been about two weeks of nonstop stalking them.
I also got Celebi. Any nature recommendations?

Okay, so I have a Trainer Card with my team to show. Here goes: I don't have a Friend Code just yet, but when I get it I'll be able to battle on Nintendo WFC. My wireless internet signal that I bum off of at home is just out or range of my DS's reception. As to what the Gym Badges' different colors on the card mean, here you go: I will not make any other trainer's cards, though. It was too much of a pain in the rear to make that one. Had to make custom sprites for my trainer and everything. XD

The reasoning is that this "event" Celebi comes with the exclusive Nasty Plot, which it can't normally learn. Boosting its Special Attack by two stages can turn it into a real killer, and be a match for any pokemon competitive wise, or just in the natural gaming. If Nasty Plot doesn't suit your tastes, visit this page to find other ways to abuse your Celebi if you get the correct nature. She's one of the most flexible OU's there ever was.

Go with Timid if you're running Nasty Plot, really. Nasty Plot will get your Special Attack nice and scarily high without the need of a boosting nature. Meanwhile the added Speed from a Timid nature will help you to survive better. Being outsped is going to hurt if you want to set up with Nasty Plot. And Celebi has a lot of weaknesses, so you're likely to get hit pretty hard. @fatman The trainer card's cool, although I don't really see the point in making a big deal over badges. Or listing your Pokémon's levels. Still, neat.
