I reckon somebody at Capcom likes the Alan Parsons Project: Sirius on YouTubeDoesn't this sound a lot like... Nino Ruins Theme on YouTube
I started combing through the Project's songs and found this: Pyramid on YouTube
Well, doesn't that part sound a lot like something from Phoenix Wright?! Since the music on the Sulphur Bottom is by Vivaldi, I wonder if there's more of these kinds of 'borrowed' songs in Legends? Don't get me wrong, I'm not accusing them of stealing. As a musician myself I know how influences and adaption are sometimes a part of the job. I just thought it was kind of neat to stumble across those.

And don't forget Infinity Mijinion and The Final Countdown, either! The Museum theme from Legends 1 is Air on a G String and Juno's theme is Little Fugue in G Minor, both by Bach. Someone in the music department could be a fan of his, too.

Since Makoto Tomozawa was the composer for both Legends 1 and 2 I'd assume it was him. Either that or he was in the uncomfortable situation of having management go: "We want it to sound like this song!" and not being able or allowed to replicate the song's characteristics other than by semi-copying it.

Something else that tends to happen is that one will hear a song in passing, get a tune in their head, and then keep that tune in their subconscious. Then it sneaks its way into their song without them realizing it until later. It's happened to me on multiple occasions. Pretty embarrassing (especially if the original song is often made fun of), but hilarious nonetheless.
