The game devs pretty much had to decide which 6 Capcom characters got in (would have been 10 had it been up to Niitsuma). Megaman was one of the finalists (as was Gene from Godhand), but he didn't make the cut. Also, Niitsuma stated that if he were to put Megaman in the game it would be X, due to fan demand. Pulling a copypasta from MvC1/2 wouldn't happen.
Also, why does everyone (a wide portion of the internet, that is) keep attacking Rocket Raccoon? Not only does he have nothing to do with Megaman's absence, Marvel themselves selects who's a candidate for getting in the game. Badmouthing a character just because you don't know about him is a pretty lame move. I hadn't heard of him prior to this either, but I'm actually a little curious. I might have to look into those comics myself, I've heard nothing but good reviews about them.

Dr. Strange and Nemesis were revealed some time earlier, I guess. Ridiculous.
Apparently Phoenix Wright and Frank West made it into the game, but no Mega Man in sight.

Yeah, the entire roster was leaked on day one, including the artwork, and Niitsuma even admitted the leaks were accurate, but for some reason Capcom insists on going through the motions of periodic reveals because that's still their primary means of maintaining hype and I guess they're holding out hope that some people don't get their game news from anywhere except Capcom's official site.
They might as well do away with the pretense and just post the full roster while still meting out screenshots and gameplay videos according to the intended schedule. It wouldn't make any difference save making them look less ridiculous for pretending there's any mystery about the remaining characters.

Actually, it's still a smart move. Despite the fact that all the characters are leaked, we still don't know exactly how they'll play. Had they released the trailers all at the beginning, the hype wouldn't be spaced out and you'd leave nothing to the imagination. Knowing that [insert character here] is in the game and seeing his moveset in action are 2 very different things entirely. Especially in the case of Phoenix Wright (pun intended), hoo boy.
Besides, I doubt all of the characters are finished anyway, so they couldn't show you everything even if they wanted to.
Also, this made me laugh once I caught on to the sarcasm:
Seriously, Megaman X will be DLC, I'm calling it.

He jumps. and shoots. and sometimes jumps and shoots. AT THE SAME TIME! Megaman's too awesome for UMVC3. <_<
But Phoenix isn't. He's in the game. So yeah... I can totally imagine him throwing a brick as an attack. Yet, I have no clue why. Cindy Stone... No wait, Sandy Clone... Or maybe, Cinder Block!

I can actually think of a good moveset for Phoenix Wright.
He could use the Magatama to take the truth from people. He could use the Objection! shout as a sound projectile. He could use Take That! by throwing evidence at the opponents. (The angle depends on your attack button.) He could use Hold It! to stun opponents with the sheer power of his voice. He could use his finger pointing attacks He could summon characters like Mia in Maya's Body, the Steel Samurai, Apollo's Bracelet focus powers and Trucy's hat man. (Though these last two appear canonly after [spoilers]Phoenix loses his job.[/spoilers]
And when it comes to the sarcasm of MegaMan, it doesn't make sense since he had a perfectly good moveset in MvsC3. He could attack with many... attacks, including charged buster, sliding, copied attacks from enemies, etc.
Besides, the developers said they'd rather include MegaMan X with a totally new moveset than putting Classic MegaMan or X with Classic's moveset.
If they wanted a cheap, likeable MegaMan character then they could have just included MegaMan Trigger with his same moveset of Tatsunoko vs. Capcom. That game was very similar to MvsC3 when it came to style. They even brought Zero back with the same (Slightly modified) moveset!

Seriously, Megaman X will be DLC, I'm calling it. That guy sounded like Strongbad. It was hillarious. I loved how in the end, he zoomed in on Phoenix while saying that Megaman doesn't have enough moves to be in the game.

Phoenix is still awesome and I can't wait to see gameplay of him. All Megaman does is jump and shoot (and slide), but they made a moveset for him. A good one. Do that for Phoenix, pleeeeeeeeeeeeeease!
EDIT: Seems they've revealed Nemesis and Dr. Strange. Nemesis is a bore, so it's a good thing they showed Dr. Strange to make up for it. The only Capcom characters left are the cool ones. Can't wait to see gameplay of them. As for Marvel, it should be pretty boring unless they decide to show Rocket Raccoon before Iron Fist and Nova, who I also don't care about. Just my opinion.

Yeah, that's a really dumb excuse IMO. I can't help but wonder if they've got him planned for DLC and are simply trying to keep it under wraps, because there's no way that you can expect people to take that response seriously. Heh, "render him out as some sort of 3D figure", yeeeeaaaahhhh... :07:

MegaMan X is a 16-Bit character. (32-Bit for the PSONE versions.) Also, he was already in 3D for MegaMan X7, X8, X Command Mission and Maverick Hunter X (A remake of X1 for the PSP). He also has a lot of different power ups that he obtains from defeating Mavericks. (I have to admit most of them are projectile based.)
Classic MegaMan is the 8-Bit one (16-Bit in MM7 and 32-Bit in MM8) . Besides, he was already in 3D in MegaMan Powered Up (A remake of the first MegaMan game.) . Also, he already had a complete moveset in Marvel vs. Capcom 2. X is definitely more battle-based than Classic MegaMan, so if they could do it with Classic then they can make it with X.

That's kinda the point, Adrian. BC was showing us an interview of a Capcom employee who believed that such a thing was "impractical" so to speak, even though if you look back at previous versions of "(Competitor) VS Capcom" it's so obviously a poor excuse to even think of fooling us with in the first place. If anything, having a projectile-based character is a good thing. It balances out the gameplay so that it's not always a bunch of characters smashing each others' skulls. I could go into depth on that subject, but it doesn't make much of a difference. Capcom just needs to do a better job of justifying their actions, and it seems they're starting to learn what doesn't work, so maybe they'll eventually get better at it.

So, Capcom, you really think that you'll tick off the fans more by rendering Megaman in 3D, then by excluding him completely. ... Ignoring the fact that Megaman has been in 3D multiple times in the past, and other characters (Mario, Sonic) have hit 3D with little problems... ... :15: My respect for you has hit negative digits.
