I wonder is those eyes on the walls in all Ruins, camaras that holds an "eye" on us?

Nope, I do not believe that could be true, then the Guardians would have a very good defense, and the guardians are really stupid. And setting up a camera reacting AI would be really tough to the elder system(in the game it would be easy to do, but if legends was a real world it would be all but impossible.)

I do suspect that it is a form of surveillance system. The eyes exist in most, if not all, of the Elder System Ruins. You don’t see them on Elysium (actually, now that I think about it, do the Elysium reaverbots even have reaver eyes?).
SIMS mentioned in the Sigma thread that the ruins were thought to be cities from earlier times. This does make sense. The ruins would act as a defense system surrounding the underground cities.
Remember Kattelox? The ruins encircled the sub cities with the main gate at the center of it all. Ruins are the equivalent to the walls of old. The sub cities are the cities of old where the proto anthro units lived (though I’m not sure on that. Proto-type Anthro(p)* could either refer to early beta carbons or people like Juno who is human like, but in actuality a machine). The Main Gate acts as the CPU for the entire operation. It monitors the cities and ruins and keeps the surface world in check.
To put it in a simpler way, it’s like a medieval city. Large walls (the ruins), a city (the sub cities), and a castle (the Main Gate). Knowing this, the eyes in the ruins are more than likely a surveillance system meant to better the cities defense.
Of course, the simple explanation is it just a decoration Capcom used to cover the walls.
*the actual word is anthrop, but in the game they say anthro. Anthrop = human being, hence why anthropology is the study of humans.

It is anthro, but its probably a translation error, or it was done on purpose, even though I believe your right about the anthro thing. Its definitely a decoration.

Paragraph 1: I highly doubt it, based on what we know from Legends and Zero. The Zero series has the same eyes (on the walls). The first sighting of the ruins was several thousand years ago, in the Zero series. If they eyes were meant for the Master System, then I could easily disprove it based on these facts. However, if the eyes were for the Elders, then that's a different story. Not much is STILL not known about the Elders. It could be for the Elder System, but definitely not for the Master System. Paragraph 2: Probably put in use for the Elder System, which is now inactive for the Legends series. Paragraph 3: So much is wrong there. The sub cities have never been proved to be the homes of the Prototype Anthro Units. But what I do know is that they should be above the rank of Juno, who is Third Class. (Hint: MegaMan calls the key cards "Level 2 Prototype Anthro Unit ID cards.") Anthro Units are probably similar to Mother Units, who are almost like humans. (Androids with posotronic brains.) Juno, however, just seemed to be more of a robot, with very little thought outside of his mission. However, I do agree that the monitors MIGHT help with the monitoring of Carbons. However, they'd have to go up through the suface for about a mile, seeing as how far Teisel dug into the ground before MegaMan came in. I'd rather prefer that Eden has a satellite link to the Main Gate that tells how many people are on the island. Like I said before, the Master System must not have created the eyes in the ruins. Paragraph 4: Actually, if the Master System took control of the island, it'd be using the Elder System's tools against itself. Juno would probably be monitoring the Elder System on Kattelox using its own technology. The Elder System on Kattelox probably doesn't have control of its own tools, and Juno holds all the power. Juno's probably watching for irregularities and sending them back up to Eden for confirmation. He really won't have to worry about the Carbons.

First off, hopefully I don’t sound too mean. It’s just that a lot of what I wrote came out unclear, so I’m here to clarify it. Paragraph 1: I did indeed say Elder System. I mentioned Elysium because it lacked the eyes. I know that the ruins were originally under the control of the Elder system. Paragraph 2: Well, yeah. If the Elder System had a defense system it would make sense to use it… Paragraph 3: Yes, it isn’t fully known if the anthros inhabited the city. The third sub city is called the “Original Hito Unit Residence”* on the OST, so it is unknown who or what occupied the cities. I do admit I might have been wrong about the cities being Elder instead of Master. They might have originally been created been created by the Elder System, and simply were used by the Master System, but this is unclear. They might have nothing to do with the Master System, they might have been created by the Master System. Nobody can truly say. Second, the anthros would not necessarily be above Juno. Juno is a bureaucratic unit, not an antrho. You see, ranks differ. A class 3 bureaucrat could be higher than a class 2 anthro, not to mention it said level 2, not class 2. Level is a different thing than class. Anthros might not even have actual ranks. “Level” could refer to the security card, as in level two security. The system doesn’t operate with class 3 being bureaucrats, class 2 being anthros and class 1 being purifiers. That doesn’t make sense. First, bureaucrats would be more important than anthros, or if we took your theory of anthros being mother units, why would a purifier be above them? A purifier is below a mother unit. Juno said, “Ah, you are a purifier model under the direct command of Mother”. Each class would have multiple ranks. For example, a lowly rank 3 like Juno would be assigned to an island to monitor whereas a rank 1 would be serving under a mother unit or performing tasks in Elysium. MM was a purifier, someone who eliminated aberrant units, those who strayed from the system. Juno's job was different, so the rank relation wouldn't fully make sense. Also, as I said, anthro = human. Prototype refers to an early model of something in this case. Prototype anthro unit therefore means a prototype unit that is either human or human in appearance. The mother units are complete, not prototypes Last, I meant by surveillance system that the eyes monitored people trying to infiltrate the ruins. The keys to the city were locked inside the ruins, as was most of the city. Only by releasing the locks would the above ground entrances be revealed. The inhabitants of the cities probably didn't travel to the surface, and remained underground. There was probably a very secure way to get in through the ruins, well for the inhabitants at least. Paragraph 4: Alright, in the game Juno mentions that it is his job to keep the carbons from overpopulating. As a bureaucratic unit it his job to keep everything in the island under control. The purpose of these units was to both keep the Elder System sealed and to purge the carbons. Juno says, “According to urban military ordinance A1-0 the number of carbons is not allowed to increase beyond the pre-specified limit. If this occurs happens, they are to be purged immediately. My observation, if left unattended the carbons will reproduce indefinitely, their numbers will grow polluting the surface world. They can be quite a nuisance. The carbons fit mass population model B, they are unstable, very difficult to control. Perhaps it would be better to simply reinitialize.”. This shows that his job was to watch over the island and keep everything under control. Juno’s whole mission in the game was to activate the re-initialization program. Also, the fact that he says “It is somewhat earlier than I had expected” showed that he had been doing this for a good long time, that he expected to be woken up to preform his task of activating the program. After activating it, he goes back into hibernation. Last, to explain Juno’s attitude. Juno is a bureaucrat. That means, he is part of a bureaucracy, which is a government characterized by specialization of functions, adherence to fixed rules, and a hierarchy of authority. Makes sense, no? Juno fits this easily. Well, with all that being said I'll say that I don't say that I'm right, and I do appreciate being corrected. I just don't like it when I'm not so sure the corrections are themselves correct. We are only human, and mistakes are to be expected of us. Even the greatest intellectual can be outdone by a mere child, for in their certainty of their knowledge, an intellectual can become stubborn and believe themselves to be the only right in the world, blinding themselves from the truth and from reason. There is no certain truth when it comes to games. Until the game gives a definitive answer, even the most absurd of theories could be the truth. Besides, it is kind of fun to debate a topic ...Yeah, that had nothing to do with anything... why am I still styping?... I'll just shut up now ______________________________________________ *Weeeeeeell, I just found out something that is a wee bit interesting. I was looking up name origins/meanings for items in PSO and found an item called Hitogata. According to the guide, hitogata means “human form”. Therefore, hito must mean human. What, then, does original Hito unit refer to? It would translate to “the Original Human unit residence”… odd, eh? *insert dramatic and suspenseful sounding music*. Oh well, I don’t know the language, so who knows. Anyways, just an interesting find.
