Some more codes. If anyone would want to help me systematicly check each "possible" digit, tell me. I'll split the work. ^^
I finally figured out why I keep warping back to the same room. It's a total "duh" now that I think about it. It's because the Playstation will always have those hex digits in it's memory (I only have a CD Gameshark).
I also know that my Playstation isn't all that reliable for it's old age (and for using a Gameshark all too much). Most of the codes others put as to be able to move around in cutscene rooms, I only get very buggy wrong rooms or the actual cutscene but repeated ad nauseam with invisible characters/objects. So if you find one of my codes that sound like that, it might be a neat code for you.
Also, don't use any of these codes in the Tutorial "mission" on the Title Screen. Usually the game will crash if you try to enter the door.
Just in case for clarification, a "Frozen Game" is when a game freezes all activity on the screen and will not take any commands from the controller. A "Crashed Game" is when the game replaces the gameplay with a black (blue or red) screen with a reason for the crash. Usually the information is only useful to those who actually programed the game. The game's music and activities may still play in the background, but you can't get rid of the screen.
(If there's any that is a repeat from this topic, I'm sorry. ^^; )
0012 Manda Ruins/Main Room - You start under the ground but can force yourself to appear above ground. None of the doors and elevator work (they will disable your Start and Select functions). The control panel also doesn't work.
0013 Manda Ruins/Floor B2 - The first hallway area. You may start off the map and the door and elevator does not work.
0014 Manda Ruins/Floor B1 - Doors work but Data, the Key, and the boss is missing. If you use the elevator in the room you first appeared in, it will crash the game.
0015 Nino Island/Defense Platform - The first Birdbot attack. You will be stuck under the ground. If you lose (inevitable), the game will crash.
0016 Nino Island/Defense Platform - The second Birdbot attack. You will be stuck under the ground. If you lose (inevitable), the game will crash.
0018 Nino Island/Roof - It's not during the Birdbot attack (the town's theme is playing), but you are stuck at the bottom of a pit.
0019 Nino Island/Shopping Square - ...Or so you think. You are actually stuck in the shopping center below while everyone else is on the second floor. The shopping center is just a cosmetic feature.
0021 Calbania Island/Plains - The one with the long, thin, and fast reaverbots.
0022 Calbania Island/Plains - The one with only hidden reaverbots and the A Class Ruins entrance.
0023 Calbania Island/Flutter Landing Site - No Flutter (the ladder is there) and stuck on the beach.
0024 Manda Island/Flutter Landing Site - No Flutter (but the ladder is still there) or people. Using the ladder will take you where the Mayor's house is (but you are stuck underground). Going though the Ruin's entrance door will warp you into the mountain in front of it. I didn't check what happens if you enter the village...
0026 Saul Kada Ruins/Floor B1 - It's the entrance and the doors and elevator doesn't work.
0027 Saul Kada Ruins/Floor B3 - Doors don't work.

Not to get off topic too much, but do you guys have a preference whether codebreaker or action replay or gameshark is a better device? I have both an English and a Japanese PS2, so if one of those cheat devices works with both the USA and JPN versions, that's probably the one I want most. Any suggestions?

Generally the (J) version of something is incompatiable with the (U) version. Come to think of it, I read somewhere that either they do something illegal to do that or that it is illegal to do that. Well, best of luck to you.

Yay! A list. ^^ Once I'm done with the normal codes (meaning entering though the Title Screen), I'll try doing the Flutter Method with the codes (all over again @_@ ). At least I'm not doing this alone! ^^
Here's some more codes:
04 Flutter/Pilot's Room - Only Barrel's room works. The other doors either warp you back to the pilot's room or hallway.
05 Flutter/Megaman's Room - Too much of a hassle to test out the room since you begin off the map and the room is so small to land in.
06 Flutter/Deck 2 - Start in the hallway. No refrigerator or TV. Take the ladder up, warps you to the bathroom but off the map. Take the ladder down, takes you back to the Deck 2 but off the map.
07 Flutter/Deck 3 - You will start off the map, but if you manage to land in the hallway, the Study takes you to the Engine Room and the ladder will just sent you back to falling in Deck 3.
09 Calinca/Yoskyonke City - The going to the junk store "mission." I think if you enter any door other than the Junk Store's, the game will crash (it did that to me when entering a house). Entering the Junk Store will just warp you back to the Goddess' Statue. Btw, Roll scared the heck out of me when I first tested this code (she popped out of nowhere ^^; )...
20 Calbania Island/Kito Village - Stuck under the ground.
28 Saul Kada Ruins/Floor B1 - You start in the lava (Hot! Hot!). The doors don't work and the room is inhabited with two flying reavers that only spit zenny at you. (I don't remember this enemy...)
29 Saul Kada Island/Kimotoma City - During the Bonne raid. You start off in the first room of the city. Try to exit and you will be warped to Central Area (the next room). There are no enemies anywhere.
31 Calbania Island/Clyde's Base - During the "Sneak into the tower!" battle. The game crashes after the cutscene where you defeat the guards in the tower.
32 Saul Kada Ruins/Floor B3 - In the boss room, but there is no boss, the doors don't work, and the lava does not hurt or give you the burning status.
33 The same as 32... I think these rooms are for the cutscenes showing off the boss.
34 Saul Kada Ruins/Floor B3 - Unknown small hallway. I think this is the hallway before the boss room, but the doors don't work and Data isn't there.
35 Nino Ruins/Floor B1 - You are in the first room of the ruins. Take the ladder up, warps you to the elevator room (behind the door).
37 Nino Ruins/Elevator Room - Another room too much of a pain to test out since you are underwater and that you start off the map...
38 Intro cutscene (when you select a new game) but Megaman may have graphical errors or placed incorrectly in the room.
41 Elysium/Defense Area/Floor B2 - You start off in the first hallway, but off the map. If you manage to land in the hallway, it seems as if the whole "level" works (it may crash if a cutscene plays).
42 Elysium/Defense Area/Floor B1 - Seems to be a working "level" too...
43 Mother Zone/Floor B4 - Stuck in a wall. You are where the bridges to the boss fights are.
44 Mother Zone/Floor B6 - At the bridges that lead to the Jellyfish Bosses.
45 Mother Zone/Floor B7 - At the bridges that lead to the Fire Giant boss.

I'm starting to do a run-through of all the different codes myself, taking screenshots where notable sights are, as well as noting what happens when you go through x door or y gate (all of them, not just some)...I'll post my results eventually.
As of 10:00PM (Eastern Daylight) Aug/01/2007, I've done 027/256, or 10.54% As of 06:00AM (Eastern Daylight) Aug/02/2007, I've done 045/256, or 17.57% As of 10:00AM (Eastern Daylight) Aug/02/2007, I've done 080/256, or 31.25%

Now, if you replace the 0s with a "52" you will be taken to The Masters room, another place that can only be seen in the last few cutscenes of the game. Oddly, if you talk to the control panel the text "J000 Understand Mother" pops up on the screen. Oooo. You know, that actually may be a joke by the developers since j00 is an actual word in l33t sp33k. And "You understand mother" are actual words, not random letters and number. Of course, I've never used any of these Gameshark code stuff so I may be wrong.

Here's some more codes... @_@
46 - Unknown Place (there's only ? marks in the location bar) - You are just falling with an Elysium background (water with islands far off) and no music.
47 - Yosyonke City/Condominium - You'll start falling. Nothing interesting here because you don't have permission to enter the other rooms.
48 - Saul Kada Island/Oasis/Flutter Landing Site - No flutter (or ladder). If you try to enter the city, you will be warped back to the Landing Site and stuck underground.
49 - A so-called Unknown Place (? marks in the location bar). Actually it's the Flutter's Desk 3 in the Pod room. There's no music, the doors don't work, and if you look at where the pod is suppose to be, the three questions you ask Roll at the beginning of the game pop up. (None of the questions do anything).
50 - Kimotoma Caverns/Floor B1 - Working level? ...but the elevator crashes the game. ^^;
51 - Pokte Caverns/Floor B2 - Another working level, but the same elevator problem.
56 - Elysium/Master's Room - Data is here! But the door and elevator will just warp you back into the same room.
58 - Mother Zone/Floor B5 - Falling at first, but this is the hallway to the Blob boss.
59 - Manda Circuit Racetrack - Can't move, no music, and falling in the middle of the room.
60 though 65, 70, and 80 - The game crashes.
2A - Saul Kada Island/Kimotoma City - During the raid. In one of the residential alleyways. Doors don't work and freeze up the Start and Select buttons.
3A - Sulfurbottom trying to enter Forbidden Island cutscene. Then the game freezes. Megaman is place oddly whenever he is shown.
4A - The tutorial on the Title Screen.
5A - Calinca Circuit Racetrack - Can't move, no music, and falling in the middle of the room.
6A and 7A - The game crashes.
1B - Ruminoa City/Junk Shop - You'll start falling. Land in the room and exit. It will warp you to the Guild Office, but you will not be able to land in it because of a solid roof. (Usually when you land on a roof, you can jump once on it to go through it.)
2B - Saul Kada Island/Kimotoma City - Another residential area, but behind a wall. If you manage to step off the map and land on the other side of the wall, you will notice you are near the place where you save the truck driver. There are no enemies.
3B - Saul Kada Island/Kimotoma City - The place where the electric fences are, but you are stuck inside a wall.
Even more codes. I might update this post in a few hours with more... (Note that anything over the value 5, the game crashes.)
4B - The cutscene where Megaman brings the last key to Bleucher and the battle that ensues.
5B - Saul Kada Circuit - Can't move, no music, and falling in the middle of the map.
1C - The naked Sera cutscene. After the scenes (or if you press Start to skip), you are sent to a room in Sulfurbottom that is extremely buggy and without an exit. All text is scrambled and one of the pictures gives you the 3 Roll questions (just like 49's code).
2C - Saul Kada Island/Kimotoma City - You'll start falling but, this is the place where the Truck Driver is saved, but no one is there. If you exit, it will crash the game.
3C - Saul Kada Island/Kimotoma City - The hallway before the area where you can talk to the mayor. No people, no boss, no statue, or Flutter. Exit though any of the loading doors and you will just warp back to the mayor area.
4C - Mother Zone/Floor B8 - The hallway before the Carbon Reinitialization room and Data's room. Data is here. The area and battle seems to be working...
5C - Mother Zone/Unknown Place (many question marks) - The last battle.
1D - Forbidden Island/Icefield - Between two mountains. I think this is near the robot wolf battle. Stuck/can't move and no snow effect.

I've found that glitched rooms have one thing in common: a random lighting effect that flies around the map.

Sorry for taking so long to finish off the codes (just being lazy, I guess... plus work was in the way...). Here's the last of them! Unlike the last number-letter codes, the game crashes after the 4-letter codes... 2D - Calinca Ruins/Floor B1 - In the first main room. Stuck underground. 3D - Sulphur Bottom/Guest Deck - You will start falling, so position yourself back on the map. All the room work, but the elevtor will just warp you back to the same room. 4D - Guild Ruins/Floor B1 - You will start falling. The elevator takes you back to the main room of the ruins. 1E - The beginning mission. 2E - Calinca Ruins/Floor B2 - You will start falling. If you take the elevator, it will warp you unstairs in the middle of a room. The upstairs elevator warps you back down to the room you started in. 3E - Sulphur Bottom/Crew Deck - You will start falling (yawn). The rooms and people work, but the elevator doesn't. 4E - Pokte Caverns/Floor B1 - You will start falling. The elevator just warps you back to the same room. 1F - Calbania Island/Front of Base - No music, no enemies, no drop ship, just nothing but the base. You can't leave the area or else it will freeze your Start and Select buttons. Probably a cutscene room? 2F - Calinca ruins/Floor B4 - You will start falling. It's the "elephant" reaverbot room. The rooms seem to work (didn't try backtracking), Data is where he is suppose to be (and working), and the elevator works. I didn't go past the "grab the key reaverbots" because I kept dying. ^^; 3F - Sulphur Bottom/Flying Ship Deck - You are in the pit where the Flutter should be... but there is no Flutter and no way of getting out. 4F - Kito Caverns/Floor B1 - You will start falling. Using the elevator will warp you to a buggy map (there doesn't seem to be an actual map here...) and a neverending fall in darkness. And that's all that I can think of testing! You guys are free to test out anything over 59 or 4-letter, but I'm pretty sure all you are going to get are game crashes. I tried to use the Flutter trick. It just doesn't seem to be working for me... (It should in theory and by Rockv's proof...) I'll try again, but I don't think I can test all my codes using that method. Sorry... I've found that glitched rooms have one thing in common: a random lighting effect that flies around the map. I never noticed that before... I should check it out. Any particular room?

Well, their not "rooms", its always out in the open. Using "01" and the "NewGame Method" takes you to the world map, and if deactivate the code, you are able to travel to all the places where your taken too with the codes. Well, the islands that is. They will be exactly the same and have the three glitch symptoms:
-While turning, Megaman and his icon might become HUGE. If you turn, it will disable this effect. -While turning, the perspective and view of the map will go side-view, turning will disable this effect. -On outside maps, usually where the Flutter is supposed to be, a "spot light" type effect will shoot around the map. -Flutter will not be visible, and in some cases, not accessible. -There is probably no people, but if there are, the camera will scroll off usually, and then go back to Megaman when finished.
EDIT: Here is the maps that you can enter the Flutter even though its not visible.
Manda: Just enter via ladder. Calbania:Just enter via ladder. It will be in its Pre-Elysium location. Sulpher Bottom:Just go to where the Flutter should be, and enter.
Places with lighting effect: -Nino Island(Flutter Deck) -Calbania(Original Flutter Deck) -Forgot...
Whats weird, is that Calinca only has the first glitch symptom. Every thing else works fine.

i entered 666 as the last 3 digits and it took me to a black screen with a lot of codes on it that look like computer language. does this mean it crashed?
