The Master's Room cutscene, for one reason or another, loops infinitely. I have not found a way around this.

ok i found something. i put in a different number in the thousands digit (i.e. x000) and it does strange things. i havent explored many codes yet except for 1000, which takes you to the debug room, and i found out if you get a game over in the debug room with this code, the electricity effect square turns blue.
also, I tried 2004, which took me to the flutter with Roll talking about how "we can't help Gramps from the air," then she shows the dropship. I guess this means I'm in Yosyonke. all the doors in the flutter warp to different wierd places, like Megamans's door takes me to the control room where Roll and Data are, but I appear in the side of the room. Roll's door warps back to the hallway, and Gramps' door takes me to Roll's room. gonna explore outside of the Flutter now...
EDIT: okay going outside of the flutter takes you out of the map, but you can land on the control room and get back inside. going down that ladder in the hallway does the same thing. gonna try some more codes likke this and post results

Actually, that's pretty typical. You would've gotten the same results even without the 1 or 2 in the thousandths place.
Using the teleport code from different "doors" can take you to different coordinates on the map or even alter the textures of the map.

There's not much to it. Getting there and the actual debug room. First offs, you need a Gameshark. Or an emulator that has a Gameshark alternative program, like CEP or the PEC Plugin.(CEP is easier to use, in my opinion) Then, with your gameshark(there's bound to be guides on CEP and PEC if you search for it), just input the code, and start the game(I'm assuming you know HOW to use a gameshark), then just start a New Game. Or Continue. Then viola!
