Something I've been wondering: How on earth do other diggers take the S License Test? They aren't even armed! The Lifter's easily the most useful tool in Legends 2. But there are some points in that S Test where you need that buster. Plus I have a feeling those Reaverbots might be a bit heavy for most diggers. I guess that's why the depths of most of the ruins haven't been tapped.. honestly, some already-opened chests(perhaps instead of trapped ones in some places) would've added some realism to it.
Why does the SS License lower the amount of Zenny you make? The S License practically doubles what you make with an A License. Is the SS License just a status symbol, like “Look at me, I'm a badass digger” (Very Hard Mode was actually pretty easy..) ? Did they really have to do that, though? In the Mode where you need stronger weapons it's almost impossible to afford them. Of course, not to an incredibly skilled digger like myself.. still that doesn't quite make sense to me.
At least it's inconsistent. Hard Mode = S License and S License increases Zenny in-take. At the rate you can upgrade your weapons as a result, Hard Mode might be considered a repeat of Normal Mode. Very Hard Mode on the other hand not only one-ups the enhanced features of Hard Mode, but it practically HALFs your Zenny intake... Very Hard Mode really drops the bottom out, don't it? Hah. Amazing it wasn't really all that challenging. I wish they gave more motivation to finish it though.

This is a quote from the License test girl: "Congratulations! You passed the Class S Test! You're the youngest person to pass! Keep up the good work, and you'll become a great Digger!" Thus, other diggers have completed the class S license test.
This is a quote from Johnny: "Maybe I should start using a Buster too...nah, I guess I'll stick with my extinguisher!" This quote, coupled with the fact that you can buy buster parts in shops, means that busters are common technology.
Dunno why very hard mode+SS license gets you less zenny.

When game designers can't think of any good ways to increase difficulty, they do the next best thing and increase tedium. I believe the idea is that you are encouraged to fight through to the end of the game with less/delayed upgrades since zenny is less plentiful. Though in my case, completionist that I am, it just makes me spend twice as much time doing mind-numbing zenny farming so I can get fully upgraded anyway.
I try not to think of the layout of the exams to be all that canonically representative of the Legends Universe Digger certification process. Some things just have to be there for the purpose of game mechanics and nothing else.

For something in a kids' game, they certainly did a good job of making it challenging. (once again, not to a talented digger such as myself, but..) This I noticed too.. but you don't see anyone with equipment even remotely similar to yours. Well, fine.. Klaymore(Bancoscus? I always mess that one up) has a buster. And the Gustaff. They're not diggers though. And, in any case, it still surprises me that no matter where you go, the ruins are(or appear to be) untouched by other diggers.I did it too. Tedious is not hard, though, just time consuming. While I was going along too, I was taking the extra time to build up weapons(and eventually polishing them all off). I say though, it did make me appreciate my Zenny a little bit more. Got a lot less liberal using that Energy Canteen. Spent hours tied up in Pokte because I didn't want to go to Nino without a nicely fitted Buster Cannon. Of course now, with a nice healthy arsenal(and the benefit of Holiness) at my disposal, Zenny is of no concern. ^_^This naturally crossed my mind as well, but in any case I would assume that the title of S Rank Digger carries with it the implication of a very difficult test. And with so many unarmed diggers wandering around, well, I can only assume very very few of them carry around the S License. Which is something I suppose we're supposed to think anyway.. but it would've been nice to run into some real diggers in MegaMan's ventures all over the world. One last point before I disappear for the night: I know Capcom would never even bother to think things out this far. And for that matter, I'm happy you don't see any “real” diggers running around, because it just screams stereotypical badass (Bass, Zero, Chaud/Protoman, etc) which is something I'm more than happy Legends doesn't have (in my opinion Capcom only did that right one time). All I really wanted to know about was the SS License thing. It wasn't even a question so much as a thought.. observations. Hahah.

In MoTB, Russell was supposed to be a "Veteran Digger." I'd imagine, therefore, that he's got at least a Class A license under his belt, if not a Class S. The other diggers in that mission were more than likely a mix of Class B Diggers and uncertified diggers (I highly doubt the servbots had digging licenses). So while Mega Man never ran into any other "real" diggers while exploring ruins, they have appeared in MoTB.
In MML, there were a few people who did have licenses. The Junk Store Lady from Kattelox was a digger once, and her husband used to be her spotter, though if she was the digger and he was the spotter, I have no idea what the Junk Store Man was doing exploring the ruins. There was a guy in a green apron wandering in front of the Cardon Sub-Gate who said he had a Class B license, too.

Heh.
My fault entirely, I should've been more specific. By “real” diggers, I meant those of the S Rank variety(or higher, but really I doubt the SS License is even a reality to the Diggers’ Guild). The “real deal,” in a manner of speaking. I know there are plenty of people wandering around, especially in Tron Bonne, with Diggers’ Licenses, they just all can't be that good. It was a nice touch actually seeing them in action, though.

Maybe some people don't get to get the stuff because they are under attack or they get killed and mysteriously disappear without a trace(as said in mml1).

Okay, but, well..
Notice how all the refractors are still underground on Kattelox? Granted there are only two, three if you count the big one that no digger ever possibly would've found anyway. How do they power anything? XD I think it says there's a Refractor in the Power Plant. I sure as hell don't know where it came from.
