Maybe she just wanted to relax, you never know. Capcom has made some wierd things in the past.

XD, it's a reward. lol, not that, but seriously
If my memory serves, after you stumble in on her bathing, when you talk to her when she's back where she normally goes, she'll mention getting a new Tool Kit which makes weapons cost less to upgrade. If I recall correctly, it's the reward you get for giving all those things to Roll, kinda like the shop discounts for donating z1mil to the church, but for weapons.

The MML1 scene (in my opinion) is funnier, because you actually see Mega seeing her (or his back view, though you don't see Roll, which doesn't seem promising anyway -_-'') The MML2 version's just a black screen, and it's not too funny. At least not as much as the first one was. Then again, maybe it was just surprising. At any rate, they'll most likely include a similar scene in part 3.

Heya, quick question about this scene in MML1 while we're semi on topic: Was the scene the different between MML and MM64? Because it seems like in the 64 version, I don't remember seeing the scene at all. At most, you got something like Megaman's face, then outside, *duh-duh-duh-da*, arm thingy, etc. It might have just been black. But anyways, was the scene changed between Megaman Legends and Megaman 64?
