It sure is, on all accounts! Since they're Proto-Reaverbots, then really the sky's the limit with the design, so there's not much of a need to stress about it. Me, I'd go with darker, more muted colors to up the creep factor, but that's just how I'd take it, and I can also see how if you're bringing in a pedigree from ZX (and by all extensions the rest of the Robotics timeline before it), the colors would be bright.
But yeah, since Capcom didn't say anything, it's all up to you, and as long as there's a link to the source material (like the Reaverbot eye you've got there), there aren't any wrong answers unless you're violating Proboards' and MMLS's terms of service.
