This brings up a new question: Even though it's an accepted fact that the weapons helped, does Rock actually need them to take down the System?
And another: Would Roll really be able to keep the 'unquestioned master of weapon creation' title if Rock were to fight for Tron?

In answer to the first question: Try playing through the games on a minimal upgrades run and see if it's possible.
Second question: I'd have to play the games more in-depth and with that in mind to really address that. I'd go ahead and say yes, since Roll has repeatedly taken the Bonne's junked weapons and improved them.

He at least needs his regular buster which I am guessing Roll provided. Again, in the previous battle he was injured badly, so it appears that Roll's weapons gave him a much needed boost. The second is a pretty good question,because with little zenny Tron has done a lot. However she has never made anything as powerful as the best weapons Roll is capable of, such as the shining laser. And while Megaman is a big part in getting the parts and with his abilities as a purifier unit and all, Roll has the know how on putting them together, and when she makes them they exist independently of Megaman. She could make it where somebody else could handle it. I am not for sure on this one, but I still think Roll comes out on top. The best way to judge is by giving them each a Megaman to weaponize and see which one wins. While its not "unquestionable" I am pretty positive Roll's MM would win.

@ Reaverguy Rises: Following the Rock-Tron scenario:
Given the fact that Rock is quite capable of amassing funds, that would eliminate whatever financing problems Tron would have that may prevent her from creating more powerful weapons & equipment. Alternatively, following the Bonnes' combat strategies, that will make them capable of being a threat by sheer size and/or numbers. One giant robot not enough? Make an entire regiment of them! etc
As for questions/doubts whether Rock can pull off ridiculous feats with his Buster alone; I would like to think he can (because he's resourceful like that, and he has been known for pulling off impossible odds anyway). Also, its feasibility cannot* be relevant due to gameplay/story segregation (and to prevent arguments over what defines 'playing the game right' from getting ridiculous).
* But just to humor the curious: Gameplay-wise, the possibility of completing the game without any Special Weapons is not 0, nor a negative value; therefore making the scenario possible (and at worst, just improbable).

Beating Mega Man Legends 2 is possible without using any of Roll's weapons besides the Drill Arm, because the omega-level buster parts, armor, life gauge upgrades, enegy canteen, and helmets all come from the junk shop.
