Last night I was playing Megaman Legends in my room. When I got to the part when you have to save City Hall from the Bonnes, at the end I found out that both the police station and the bank haven't been touched. Really, they're still standing like nothing really happened. I didn't cheat or anything cause after beating Bon (behind city hall, lol), city hall looked like it was about to collapse. I was wondering for a few minutes of how the heck that they didn't attack the police station and the bank and they're all ganged up on to Volnutt and city hall. Later the price to repair the houses was lower then it was to repair city hall and the other thing that you have to get repaired. Since both the police station and the bank wasn't damaged, it doesn't need to be repaired. I think I was getting better at the game since it the second time I'm playing though it. I know that it's a good thing that the police station and back wasn't damaged, it means more Zenny I can save. ;p
The Marlwolf was being a pain in the butt this time though, cause it wouldn't let me get onto it's deck, so I ended up using the powered buster and started blasting the hatch away at a distance every time it opened.
Have any of you guys ever been through a moment in the game when you noticed that something happened when not suppose to happen?

I'm pretty sure what happened to you is not uncommon at all, much less impossible.
And about your question. Does seeing through walls count? It's a pretty common glitch in most early 3D Games.

I done the see through walls glitch before. I sure that most of my PS1 games have the same glitch as well. I do find it funny that you can fire the shinning laser right through the Flutter and the support car. I like seeing through walls, you can see what's in the other pathways while doing it. You can also see through some doors as well.

When I first got the game, I didn't have a memeory card so I couldn't save. I played the first part up until the Feldynaught fight a bunch of times. One time, when I met Tron in the north part of the city (and she runs away real fast with the dust flying) she just decided she was going to freeze in place. Her model was standing there mid-stride and there was collision on her model. Obviously couldn't like stand on her or talk to her, but it was quite amusing. Leaving and returning made the model go away.
Also, I can't remember if I was cheating or not, but you can definitely escape the cliffs if you stand on the flutter and jump off.

Now you're making me want to try that out myself since I just past the part when the Flutter flies again. Wish me luck in finding out. If I can't do it, then I'll just go back to what I was doing before.

Yep, it's possible. One time I finished the City Hall mission with The Bank undamaged.
It's also possible to hit Marlwolf's hatch while on the ledge by prioritizing Range, but it does pitiful damage (duh) and there's a small window of opportunity to get a clear shot at it.
Personally, I hop on the back and spam Splash Mine on it.
