For the longest time, I’ve used my crusty old Photoshop 5.5 to color all of my images, make fake screenshots, doctor line art, etc. I had never bothered to get anything more up-to-date because of the insane prices. However, I recently came into possession of a shiny and very free copy of Photoshop 7.0, through sources that I’d rather not discuss.
... Fine, so my friend got it for me. Forgive me for trying to make it sound more interesting.
Anywho, I was hoping that, since there seem to be a few artists here, that you may be able to share your wisdom with me. I know that there must be ways to make brilliant looking special effects by combining various filters and brushes. If you have any tips and are feeling generous, perhaps you’d like to share your secrets with me, because I’m at a loss at the moment with many of the new features. o.o

Hmm... I went from 5.5 to 7.0 awhile back myself, but I don't recall being particularly blown away by any new features or filters... If you have something specific in mind and you're not sure how to go about doing it, feel free to ask and I'll help if I can. Otherwise, my advice would be to simply experiment like crazy. Test and play around with all the filters, and don't forget layer effects, they come in handy quite often.

Trial and error eh? Was it anyone else who suggested that to me, I would have said that they were out of their mind. But since it is you, I shall give that a shot. Thanks for the advice.
There was nothing in particular I was interested in. Just tips in general. For example, there was a fellow over at DeviantArt who posted up a tutorial for doing some beautiful sky effects. So, anything really. No telling what I may use in the future.
For now, I guess I’ll just have to get used to the interface then. I can’t express how annoying it is that the brush tablet closes each time you click on the canvas. I’d swear they put stuff like that in just to bug me. o.o
