Active Buster.
The little extra boost in Attack for Shining Laser is not enough to make up for the fact that the Shining Laser's just an ugly polygon with stats Equal To or Less Than the Active Buster. Blade Arm's kinda weak without a combo.. Grand Grenade.. just no. I think the Normal Arm allows you to Kick, which is useful only in the Japanese version.

Active Buster as well, its just a lot better than the Shining Laser. It has maxed stats for all but attack, homing capabilities, and attack while moving.

Defiantly the active buster all the way.
Shining Laser: Sure it's a good weapon but it's too easy to defeat Juno. Is that really fun?
Grand Grenade: Get it away from me!!! Only good for a few walls.
Normal Arm: It's alright but if you want to die in all the ruins be my guest.
Blade Arm: Can get some range but it's only for show.
Now the active buster has the homing capability and you can move with it.

I would have to say the blade arms my prefered weapon i am just a fan of swords. Even though
the shining laser and active buster overpower it. the Grand Grenades ok but it has a lack of speed.
The normal arm. why does this even count as a special weapon? Weak and low powered its just asking for death.

The normal arm is the best choice for masochists.
And it's so badass to be able to say you beat the game by just kicking every boss; not many people have done that(that I know of), it's quite an accomplishment. ^_^;

Active buster all the way for me as well, that thing helped me a lot suring the Gessellshaft battle. Although I never did get the shining laser (shame on me  ) I'll take everyone's word for it that it was weaker than the active buster. Ha! I would've so loved to have done that! I don't like dogs... |

Well, I choose the Laser arm. I remember when I first used the Laser arm against Juno. I used and then screamed "OMG!?" Only a little bit of his health was left. It was a proud moment for you. Also for the sake of being different. The Rage likes to be different.
