A while back I was spending a lot of time in the sub-ruins of KattleOx Island taking screen caps. This situation presented me with the problem of getting close enough to the Reaverbots without getting stomped before I could get a good picture.
Something that I noticed was that a lot of the Reaverbots don't outright attack you. You have to either be shooting at them or come within close proximity to trigger an attack. You'll notice that most of the sub-ruin guardians don't attack until after you've taken the refractor from its pedestal.
The Garudoriten, that transforming yellow cylinder, is a perfect example. It only attacks after you've taken the refractor from its place.
In MML2 there are those strange Reaverbots that roam the hallways of ruins, apparently chanting something in their incomprehensible language. It's entirely possible to run right past these Reavers without ever provoking an attack, so long as you don't shoot at them.
In MML1 I found that an Arukoitan ran circles around me without ever attacking as long as I stood perfectly still.
Something else to note; the ability to walk slowly comes into play here. If you walk slowly up to a Reaverbot from behind, so it doesn't see you, it will stay dormant. I tried this out on the Karumuna Bash's (big dog Reaverbots) of KattelOx Island. There is one Bash that's asleep. You can walk slowly up to this big dog without it noticing and get right next to it.
In MML2, there's a giant whale-like Reaverbot that silently cruises around a large room. Hop on board and this Reaverbot takes you for a ride. And in the very first ruin you enter in MML2, there are those walking lamp posts called Fuingiri that generate a force field to keep you from passing. I noticed though, that if you don't move, they'll stop coming towards you after a certain point. They'll stand right in front of you to keep you from going any further, but more often than not, they won't actually try to hurt you.
In those same ruins are a group of Horroko's that zoom back and forth in a single-file line. You can stand right next to them and they won't even acknowledge that you're there, not even if you shoot them!
There is another Reaverbot found in the icy ruins of MML2 that laughs and giggles as it skates around. It's only attack is to scoop up all the refractors from the Reaverbots you destroy before you can get to them. One could argue that it's trying to preserve its fellow Reaverbots by collecting their fuel cells, but that's a theory for another time.
So what does it all mean? I think that the Reaverbots are programmed to act defensively most of the time rather than offensively. A lot of the Reaverbots are prone to ignoring you if you just don't aggrivate them. Now, certainly this isn't true of all Reaverbots, but I've noticed it in enough of them to make me wonder just how aggressive they really are.
