have you ever noticed that In Mega Man Legends 2, in the center of Glyde's Base at Calbania Island there is a large inclined structure: with a design similar to...... EDEN!! the large space fortress that was activated by megaman yuno in the first game.... so.. is there some connection between these? my theory is: Calibana island could have been like kattelox island before. (tough It appears to be smaller than Kattelox Island). with villagers (carbons), houses, shops, and other stuff. but because of another bureaucratic model (like megaman juno) who was waken up for unknown reasons, the island got the same fate that kattelox was supposed to get. the large structure in glyde`s base could be a fallen sky fortress (smaller than eden tough) in the purpose to stop calibana from over-population. this is my theory.... NOW LET ME HEAR YOUR OPINIONS ON THIS!!

Well, I'd say it's definitely not the same model of Eden destructo box, but while I initially suspected it was just some ruins, further inspection makes that unlikely.
If you look, the tower is canted to the side. I don't believe a ruin could remain standing at all if it took the necessary structural damage to become bent that way (and no ruin we've seen has been aligned on a diagonal, so it seems unlikely to be intentional)...
What this means is that it's likely the object fell from the sky and landed, possibly settling that way over time. To clarify though, Eden was a massive space station (or more likely an array of stations), which launched a comparatively minuscule probe (still huge) to destroy Kattelox.
Eden is most likely a way-station moderating instructions, transport, and reinitialization between Terra and Elysium.
If we assume not all Elysium units are homogeneous (Yuna and Sera are not identical, concept art for megamen show that they don't all look like Juno) then it is entirely possible that not all Eden probes are identical.
It could also be that the Calbania probe is an older model. (Consider that Eden is still active and responsive to Juno's commands after hundreds maybe thousands of years... Eden's technology may actually have been advancing slowly, upgrading, remodeling, etc, even since the Master died. Eden is stated to have workers aboard as well, meaning its not automated. Exploring Eden is enough content for a full game by itself.)
Anyway, getting back on track, I believe it is plausible that Calbania is the product of a reinitialization and that the probe we see is entirely possibly the probe that was used. Possibly a disposable device. I don't believe Calbania's bureaucratic authority is likely dead. Consider that Juno states he was awoken early. This probably means 'hundreds of years before schedule' considering his time scale. If we assume the schedule is set forth by the Master System this means it is likely that all Eden authorities are to be awakened synchronously, meaning Calbania just isn't scheduled for destruction again yet.
IN SHORT: I think this theory has merit, despite initially feeling hesitant about it.

In MML2's opening - the press conference at Sulphur Bottom, you can see ships of Kattelox, and the female reporter presented in Legends 1. Besides, there were ruined ancient walls on Katt, meaning that ruins were stable to some extent. But no ruin walls on Cal. Ruins of two islands were different, too. So, Kattelox still stood, Calbania was another.
Which, however, that's still an interesting theory. We can assume that Katt had an tunnel to Cal through ruins, even each two ruins had connections. And, Shu was the lost daughter of citizens of Katt, etc.
