There's 2 IDs in that link - the first number is the unique Game ID, which corresponds to that "Super Fast Numbers" game on the iOS; the second is the Thread ID, which corresponds to this actually-existing thread: www.gamefaqs.com/boards/938738-/63892620 ...for Guild Wars 2.
Now, on one hand, the thread was created on August 29th at 2AM...hours after you posted your thread, giving some credit to your idea of it being deleted if thread IDs are recycled. On the other, not even the game ID matches up with anything 1) remotely popular, 2) vaguely related, or 3) that has other threads posted to it.
Given the fact that this is GameFAQs Forums here, which naturally is the epitome of trustworthiness on the internet, it would make sense that a simple Google would come up with more of a tangible link. Unfortunately, the vast majority of references to Tron in Wreck-it-Ralph were, more accurately, references to TRON in Wreck-it-Ralph...as in the Jeff Bridges-starring Disney digital fantasy series. (Note: There is a lot of hinting, but no substantial proof here, either.). The sole hit for Wreck-it-Ralph and Tron Bonne was...this very thread.
Sorry, Bowen, but right now there's absolutely zero proof that Capcom screwed us Legends fans in this particular instance. While they're the fan favourite to assemble lynch mobs over, it's inappropriate this time around, and jumping to such an extreme conclusion so quickly seems very rash and reactionary. The name calling is especially tasteless, even for when Capcom does hurt our position; I like what I think HF wrote at one point on that subject, being something to the effect of "I'm not aware of any company called that..."
EDIT: Found the quote.
I dare say you've been suckered, Bowen; all signs point to a weak, unsubstantiated rumour at best that could've easily ended where it started were even the most basic of research done. It's important to not take things you read on the internet at face value; people lie.
