That article really skews speculation by constantly mentioning Inafune's reputation as Megaman's creator, and posting a Megaman image to go with it. It's conveniently ignoring the fact that Inafune's increased responsibilities at Capcom over the years means the game in question could be literally anything.
Maybe this is the supposed "E3 Bombshell" that never made it to E3. Just a few weeks delayed, eh?

From the Comic-Con website: If anybody here lives in the San Diego area or plans on attending Comic-Con, that's your chance to ask the almighty Keiji Inafune a question. I'm sure you know what needs to be asked. Bonus points if you get his answer on camera. Double bonus points if you can also convince him to release Bionic Commando Rearmed 2 for PC so I can play it! Keep in mind that the Q&A takes place a few hours before this:

Awaiting disappointment in 3… 2… 1… Pretty much this. At least I have something to back up on when the disappointment arrives. Not that I've lost faith in MML3, its the wave cycle of anticipation of announcement to the disappointment of what was unveiled.

You have to picture the look of bewilderment on the audience's faces once announced. Y'know, assuming it's even Legends. I'm with blayze on this one; there have been things like this before. But now that I think about it, wasn't there something that was meant to be shown at E3 that got pushed back? Hmm.

But now that I think about it, wasn't there something that was meant to be shown at E3 that got pushed back? Hmm. Yep. According to Garnett Lee, a reporter at E3, Capcom was going to announce a "sequel bombshell" made by western developers. Assuming this is the same game, we now know that Inafune is the producer of said sequel bombshell. It could still be almost anything, but the list has been narrowed down a little.

all i'm gonna say, is i hope it's a megaman game, i'll be alright if it's X, BN, SF, Z, ZX, or heck, even just regular old Megaman and i'll be estatic if it's MML3 or anything centered around my freaking awesome buddy Trigger!

Well, there's outsourcing. The later Silent Hill games were made that way (with varying degrees of authentic japanese horror elements/culture).
And I heard that Inti Creates (MM Starforce, MM 9, 10) once offered to make Megaman Legends 3, but was refused by Inafune.

Same with MGS4 ( which is only partially outsourcing American developers). I can think of a few more, but I think these have more to do with their setting and popularity outside Japan. I don't think Capcom would be so trusting though, unless the story and art elements were done on Japan's end; Legends' characters are based on the somewhat traditional Japanese family and culture. But I guess that type of thing has been done before too. Just doesn't sound like the case here by the way Capcom describes it. That was some time ago. Now, Capcom's done a lot of weird Legends cameos and products lately, like fighting games, figurines, artbooks, soundtracks and all that. Am I the only one who suspects anything?

It's pretty well known the inafune and the whole team he works with is in love with the legends series. Servbots everywhere is proof enough of it. Though capcom has always had little hidden things referencing their other games. So that's no big hint. Though, the soundtracks and artbooks as well as figure releases are more of a hint on the fact that they are itching to work on a third game just as bad as we all itch to get a third game.

Less like a hint, more like trying to get it exposed. I could be looking at this the wrong way altogether, but when you go beyond selling toys and albums to people who are already fans and get into lacing your best-sellers with cameos/homages, that's less like a nod to the fans and more like trying to get the masses familiar with it.
Fans of Dead Rising, Tatsunoko vs. Capcom, Namco X Capcom, and Marvel vs. Capcom are more likely to check it out than someone who's never heard of Legends.
Everyone and their mom recognizes "those lego guys from Dead Rising". Throw a Kobun on the cover and heads will turn.
EDIT- I should add that this is all just stupid speculation. It just seems like a big marketing thing to me for some reason. :/

I highly doubt about a Legends 3 but... we have to be optimistic...
I highly aslo don't hink that's gonna be anything Megaman-like... there were so many releases recently...

So keep your hopes up! With all the recent Legends Easter Eggs and plugs in Capcom games, I actually think it might be possible.

Dead Rising 2 webisodes constitutes a "bombshell" that was going to blow everything at E3 out of the water? Or is that still something else? Well it did relate to "an established series". I'd also have to give them credit for gearing up for a big announcement that had nothing to do with a new game being revealed. I may not have been expecting MML3 or anything else specific, but I certainly expected it to be a new game of some sort. "Bombshell" indeed.
