So I got Mega Man Legends on the PSN and have been playing through it, pretty much near the end of the game and I definitely remember collecting the X Buster from Jim and Prism Crystal for completing the museum (though I somehow got the Prism Crystal before handing the curator the Old Heater) and had finally got the Weapon Plans only to find that I can't build the Shining Laser because I no longer have the X Buster, I tried talking to Jim again and seeing if I needed to collect the comic book for him again but still nothing, does anyone know a way to fix this issue?

Unfortunately, it doesn't sound as if you necessarily did anything wrong. Outside of loading a save before collecting the components, I'm not sure if there's much to suggest, since this is the first time I've heard of such a bug.

Ahhh okay, well unfortunately I've only used one save for my play through, so I guess I'll just have to get it in a second play through, thanks anyways

Use a gameshark code to correct the problem. I don't know much about PSN's emulator, but I was under the impression cheat codes were out of the question, as it is with Nintendo's official ports.

Typically, yes, cheat codes don't work with PSOne Classics on PSP.
...IS WHAT I'D LIKE TO SAY, but the truth is, they do work, it's just a matter of custom firmware. There are several homebrew plugins you can use on PSP to inject Gameshark-style codes into games; the most useful and long-lived of the plugins, CWCheat, has what we call a "POPS"-mode plugin.
Now, POPS--short for Playstation One Portable Station--is Sony's official emulator program for PSOne Classics, used on PSP, PSVita, and Playstation 3 (as well as a very rare version for Playstation 2). It, essentially, is how PSOne Classics work on these consoles, and being official Sony software, it has an EXTREMELY high compatibility rating. When a PSP loads a PSOne Classics game, it loads into POPS mode and runs it like the original game is running on, essentially, a very nice PSOne.
Now, reverse engineering on the behalf of homebrew developers resulted in plugins like CWCheat that function, essentially, as Gamesharks for POPS and native PSP games. CWCheat POPS supports all PSOne Classics, and new games--and their codes--can be added to the database file used by CWCheat POPS manually.
tl;dr, If you want to use Gameshark codes with it, use custom firmware and CWCheat POPS.
I'm not going to link it here, though, because I think this is something a little legwork could benefit from in the long run. Also it's kind of a taboo topic.
