I'm far less involved with this community than I used to be (and I was more of a bystander than you guys even then), but I backed Mighty No. 9 with the hopes that, in addition to getting a cool Classic-style game, Inafune and co. can upset the balance against Capcom while making good products. To me, he's the lesser of two evils, though not by much (his aversion to domestic games development has festered for much too long), and his influence could help other Capcom IPs make their way to a good home if the corporation has to sell them off.
In the case where, having failed to license or pry the IP and copyright from Capcom, Comcept decides to make a spiritual successor (with as many of the original Legends developers, I'd hope), the new game could skew in a direction different from the games' Tatsunoko influences while still keeping the colorful tone. I absolutely want the Legends plot to conclude by the pen of the creators, but I'm open to a new Legends-like game and setting that simply renovates the aged game systems with modern, adjustable control settings and presentation advancements. Legends was made by a middle-tier development team, an entity almost non-existent in today's game industry; consequently, there's this balance between available content and replayability that makes the Legends games medium-sized, whereas games today either do a lot with little or go the full mile with assets. So I think any game like Legends coming from the original developers (not anything like Tail Concerto, I might add) would introduce recent gamers to a kind of game lost in translation between generations.

What if Keiji offered to help team who is working to revive MML 3 Prototype? I am just worried that he might won't have time due to being busy with Mighty No.9

I am just worried that he might won't have time due to being busy with Mighty No.9 Chances are that Capcom would try to find some loophole exploit the situation. I'd reckon Inafune would only be able to get involved with a MML3 project that's gone through the proper corporate channels.
