In MML1:
After you collect the Mine Parts Kit at the beginning of the game, go outside to Roll, and go through the conversation, eventually getting presented with your citizen's license. Now, until you leave this area, you can fire your buster and shoot off landmines in an area you shouldn't be able to.
Really silly little bug, but a bug nonetheless. Shooting Roll (or Data, the Officers, the Drache, or the Kobun) has absolutely no effect.

Are you sure it's a bug because I have always been able to do that. Not in the city though, just in the forset area and the place where you fight Teasil Bonne for the first time. (I can't remember the name at the moment)
Even though I kind of find it pointless because you can't really destory anything besides trees.

Yeaah.. that's not a glitch. You can do that for like the whole game. I just booted up my saved file and I'm able to fire at will pretty much everywhere except within the City. Shooting people doesn't do anything, of course, but yeah. The only real difference in that particular part of the game is that it's the first time you're equipped with a special weapon.. (btw, Clozer Woods, Rage)

It's probably just there as a testing ground for the splash mines, pitifull as they are.

It's not. You can use weapons there at any point in the game.

This is rather overlooked. And I doubt it was a bug. I think they did it deliberately or they just saw it and decided it didn't matter so they left it there.

Well, the whole area is conected to Cardon Forest, and you can shoot in Cardon Forest, so....

It's funny to, because I never even thought about this as abnormal or anything before. I believe it's just there..for the sake of being there.

It is a bug. Before you get the Splash Mines, you can't fire the Buster in Cardon Forest!

If anything it's a "bug"(even though it's not) that you can't fire there in the beginning of the game, because after you get the Splash Mine you can fire any weapon at any time in the Cardon Forest.
I really don't see how anyone get's "bug" out of this, though. It's probably just a switch tied in with getting the Citizen's Card.

I think you start being able to shoot after you get your splash mines so you can figure out how to use them before you're actually supposed to use them in battle; this part's probably just so you can get accustomed to the special weapon, that's all.
