Well, I'm fairly certain Mother is Yuna. Juno refers to her as Mother, then if you'll recall a little later down the line, Data states that his purpose was to keep Trigger's memories from being scanned by Mother 2 - which I'd think would be Sera, given Legends 2's story which you don't know. Though really it could go either way.
In his first stand against the System, Trigger first battled with Yuna, so Data's immediate use may've been to protect Trigger's memories from her - making her Mother 2. Yuna changed her mind though, which is why Sera came down from Elysium - and that battle really was the center focus there, so it would seem also logical that she'd be Mother 2. You see Sera giving Trigger orders in Legends 2, so she very well may be Mother 1. I dunno. It's one of those up in the air things, really..
Bottom line, Mother and Mother 2 are Yuna and Sera, and neither created Trigger. I'm pretty sure there was some solid, concrete evidence that 1 was Yuna and 2 Sera somewhere in that script, but it's been so long.. perhaps I'll figure it out later.

It fits well enough with the quote from Legends 1,
It's not as direct as I remembered it but it's close enough. So Sera's Mother 2, which makes Yuna Mother 1. The term Mother could possibly be an embodiment of both of them, but I doubt that.
Everything Juno and Data say makes loads of sense after you play Legends 2. And people say Legends 2 was the only one to end with some questions to be asked.. >_> Anyway, Juno refers to Trigger as a Purifier Unit, not Module - just like Juno himself is a Bureaucratic Unit. "Direct Command of Mother" would mean Trigger waited on Yuna's orders. Kinda like a second string Servitor Unit, though with a more specific designation; naturally to hunt down and stop any Abberant/Irregular Units.
