Forgive me if I'm repeating something thats already been said, but I think that the higher-ups had 'genders' because they were the most likely to interact with the Carbons in some way (as small as that interaction may be).

I think that the higher ups were given genders since they're the ones that would deal in the greater issues of the System. Should some unforseen occurance happen to occur, a gender-lacking unit would have a harder time assessing the situation. Somewhat like Sera and her confusion("Whenever the Master looked at me, I detected.. a sadness in his eyes" and so on; though Sera was female, she seemed to favor the more mechanical idea.), but to a more worldly extent. The lower downs could easily not have been give genders so they'd 'fall in line' so to speak.

The mother unit where most likely given genders because it goes with them being a mother unit. I really don't think they payed much attention with Juno. I thinh his physique might have had to do with his purpose.

Light: this is so funy, I know I spelled that wrong on purpose Dark: Megaman Juno isnt a he, or a she, he(she,shutup) is classified as an "IT" HA HA HA. light/Dark: When I looked at the picture, I didnt see Juno at all, I saw the Guynie Toren from the sub-city. I have no idea what you saw of Juno in that picture. meanwhile, I sit here listening, laughing my head off.
