My thoughts: I go with the shard vrs quantum idea.
However it was more than that to me: The shards could be damaged unusable fragments, after all they are left behind when something explodes, these damaged shards could be vast in number, made from the rare materials Quantum Refractors are and thus be, as was said earlier, a more cost-efficient form of monetary measurement.
A penny in America cost more than $0.01, it's face value, but a Refractor shard costs a buster shot and can be worth 10 maybe even 500 zenny depending upon rarity or color or size, or combo of all three.
Obviously it makes sense to use busted unusable fragment of a valuable source of energy as money, heck when a quantum runs out, it could be busted to fuel the economy afterward, in an odd sense of recycling.
Again, that's how I see it, I will state I agree the TC is seeing to far into it

Zenny is just a measure of how much each refractor or shard is worth, of course. I would say that the refractors in reaverbots do still work because they don't look broken(not reliable) and you would need smaller refractors to power smaller things, like trucks. I doubt the trucks and cars use gas, either you feed it shards or just one medium refractor once in a while. Diving more into the monetary stuff, I would say the world just uses a barter system, trading the refractors and shards you have for goods, like if we bought milk with AAA batteries. This idea may sound crazy when Rock has millions on him at a time, but I think of it like the ability to carry 13 guns with you in other games.

Barter trading system made simple: The Zenny doubles as a measure of energy.
A more realistic example would have different exchange rates depending on the location or even individual goods dealer.
But for the sake of gameplay, selling the Deflector items would net you a set amount of money instead of making it a mathematical nightmare for the players.
Not that I would mind, but if the game emphasized too much on moneymaking, we might as well call it "Stock Broker Legends".

This came to my mind the other day: imagine you are a simple grocery seller on Terra, people gave you refractor shards in exchange for your products, then you realized your holon machine, said, a car -if they function with refractors- has run out of energy, you need to get a refractor full of energy so, what could be done?
-risk your life in a ruin to get one or a couple refractors? -buy a new refractor with the shards you earned? (buying batteries with empty batteries?) -Trade a valuable item for a refractor?
Just a little paradox. :24:
Off-thread: Deflector sound better for me than refractor.
