Fan conjecture and speculation aside, I've decided to write up a database for aspects of Legends 3 that have been confirmed with sources.
Legends 3 will not be released for anything unless we can convince Capcom otherwise.
UPDATE: It may be that everything we learned about Legends 3 is only pertinent to the Prototype Version (release date also undetermined)!

If anybody has information that I've overlooked, just post it below and I'll add it, but it has to be a confirmed fact about the game's content, and it needs a primary source to back it up.

- The Prototype's revealed controls include movement with the circle pad and shooting with the R button. For Barrett, A will execute the melee attack and Y triggers his dash and wall run.
- Status ailments will be returning. Mega Man's will be indicated by the light on his backpack (Mega Man Armor Poll Results)
UPDATE: It may be that everything we learned about Legends 3 is only pertinent to the Prototype Version (release date also undetermined)!
- It picks up where Legends 2 left off (NYCC conference with Infaune) and will probably involve, either in part or in full, the deactivation of the Elder System, which was initially Sera's duty to monitor (Legends 2 Ending Transcript). It will start with a 200-yen downloadable prologue starring a digger named Barrett.
- At the very least, the prototype version, takes place on a Digger-friendly island called Klickelan (World Briefing), which appears to be of moderate climate with an urban area that contains Kattelox-like fun things to do (Event 5), a hospital (Event 3-2), a wharf (Event 3-2), a police station (BetaScreenshot), at least one smaller rural settlement (Klickelan Map), and a giant mountain in the middle (Klickelan map). Its main city is Teomo and it's developed enough to have cars (Klickelan Map, Event 5). It has a few satellite islands that may be connected by the underwater ruin from Event 2.
- Klickelan Island is home to several Biker gangs, known collectively as the Rebel Riders, who ride vehicles called Motorhorses. Only one rider is legally permitted on a motorhorse at a time.
- The rocket to save Mega Man launches from Klickelan or one of its satellite islands. (Beta Screenshot). Barrett and Aero help. Roll winds up losing a wrench, which somehow completely holds up production, and she's built an R&D lab nearby.
The Bright Bats
- There is a new character named Aero involved (Event 1). According to her character description, she's a spotter for a digging gang called The Bright Bats, is tomboyish, positive, klutzy, and smaller than Roll and Tron, and is bad with mechanial things. She is, however, good at wire-tapping the police's transmissions. She has a crush on Barrett. Her Japanese voice actress is Akemi Kanda and was selected by the fans (Event J-2.5) by popular vote. Her English voice actress has been cast as well, without fan input. Rumor has it that it's Tara Platt, but I could use a source. The other members of her digging team are all male, and she has a father that she speaks to directly in one of the clips in TMMN's coverage of Event J-2.5. She doesn't get along well with him. Probably because he's chief of police, as revealed in Nintendo Power. She enjoys Takoyaki (localized to gyros, which was referenced in VA coverage Part 1 and briefly in Horiuchi's Event 3 briefing). Her hair is not naturally pink.
- The instructor of the Bright Bats is a digger named Barrett, who is voiced by Daisuke Ono (provided the Japanese dub voice of Finn Hudson from Glee, among other things). He's the main character for the prologue, and you get to ride his motorhorse (with Aero and Max on the back) and make him do parkour. He attacks with a combination of martial arts and ranged attacks, and has a faceplate almost identical to Barrell's. He's hot-headed and decisive, with a strong sense of obligation and duty. His English voice actor's first Mega Man game was Legends 1, but the identity of the actor is still under wraps. Barrett has been shown with both gray shoes and red shoes, called Volcanic Leggings (Nintendo Power/TMMN), which allow him to do a flaming kick.
- Barrett is going to have a character redesign in the near future(Armor Poll Results).
- The real leader of the Bright Bats is named Max. He's all talk and no action, and has an addiction to mail-order shopping.(Event 7)
- The Bright Bats' mechanic's name is Grill Pitmaster. He enjoys eating, which isn't that quirky for a fat guy. In fact, he doesn't seem to have any interesting quirks yet. Time will tell, I suppose. (Event 7)
- The Bright Bats' Requisitions Officer's name is Pic Holie. He looks much younger than his fellow Bright Bats. He really just collects junk. His speech is poor. (Event 7)
- The Bright Bats will also have a mascot like Data or the Servbots, to be designed by the fans through a contest. This mascot will be highly mysterious and discovered in a ruin, and will act as Barrett's confidante. It was determined in the seventh event that this would be a ferrett named Tinker, designed by Espiownage. (Event 7)
- They run into trouble with a rival gang led by a guy named Bullbreath.
In-Depth Game Details
- Takoyaki plays a significant role in the prologue, but it's apparently a role that's easy enough to swap out with a totally different food. (Aero's voice acting, Part 1)
- The Bonnes are operating a takoyaki/gyro stand on Klickelan.
- Aero's dad enlists Roll to build a machine called the Anti-Rider Crusader (ARC-1), which Barrett faces in the Prototype.
- One of Barrett's special weapons is called the Burst Spreader. He will also be playable for at least part of the main game.
- The prologue will include a timed quest where Barrett must retrieve Servbots on his motorhorse.
- In the prologue, Barrett explores a water dungeon, in which you'll have to face the Bonnes in an electrifying boss battle conceived by CAP Kobun. (Event 2) There, he learns of an artifact called the Klicke Lafonica: The fire of all creation, which will be an important aspect of the game (Nintendo Power).
- Gramps has been missing for quite some time leading into the prototype.
- The Bonnes do not have plans to continue their truce with the Casketts after Mega Man is rescued.
- Reaverbot Calamity, created by Kankan, will appear somewhere in the game (unconfirmed for the Prototype). This Reaverbot also attacks with electricity. (Event 4)
- The Reaverbots will look more like the ones from Legends 1 than Legends 2 (Ishihara Interviews, Part 5).
- Other confirmed Reaverbots, as seen in the Prototype Gameplay video, are Zakobon, Sharukurusu, and two newcomers.
- As the result of a poll, Gorubeshu, Mandomantal, Firushudot, Poh, Arukoitan, Orudakoitan, and Mimic will also appear in the final game.
- Mega Man will have access to both the kick function and the Lifter (Event 5).
- Lock-on is going to make a return, with an added 3D effect (Kinako Report #63)
- Some of the DevRoom Servbots will make cameo appearances (The Blazing 10,000 Servbot Festival)
- Town Easter Eggs: Mega Man will be able to kick Data to lower his morality rating, but Data will get mad at you if you actually manage to catch and kick him, and you won't be able to use his services for five minutes. He'll also be able to collect fan mail for the Bonnes, use awnings as trampolines, and there is plenty of stuff you can kick and break, some of which will physically damage you back. If you get hit by a car, the driver may come out and chew you out for it.
