Alright, I'm gonna go ahead and answer a ton of questions floating around this thread 'cause I can, 'cause I'm smart.
Answers related to law relate to Canada/America, but probably apply almost worldwide (Afro-Eurasia, Oceania, and the Americas).
If you are live in international waters, or in Antarctica, there is little to no law concerning copyright, so you really don't need to worry about legalities.

If you are live in international waters, or in Antarctica, there is little to no law concerning copyright, so you really don't need to worry about legalities.
Legalities:
- ePSXe by itself is legal. However, it requires plugins, a BIOS dump, and an ISO/game to work.
- The plugins are legal.
- The BIOS is legal if you own the console and dump it yourself, and illegal if you download it, even if you own that specific model of PSX.
- The game rip, or ISO is legal if you own the game and rip it yourself, and illegal if you download it, even if you own the game.
- You do not need to rip the disc to ISO format for it to run in ePSXe. However, due to the differences in how console disc drives and computer disc drives work, ISOs give a higher compatibility and more reliable emulation in most cases.
- Software to create an ISO is legal in most places. CloneCD is a very good program to use, and produces ePSXe-compatible ISOs.
- The "24 Hour Rule" is a myth. The "431.322.12/Internet Privacy Act" is also a myth. These are just false justifications for downloading pirated materials and will hold no meaning if you get charged with piracy.
- It is legal to download a ROM or an ISO only if one of the following conditions are true:
- • The game originated as Public Domain.
- • The game has fallen into Public Domain. This means the copyrighted work is between 70-120 years old, depending on the copyright law at the time of copyright.
- • The game is Abandonware, meaning the copyright holder has abandoned the copyright.
- • The game has been released by the copyright holder for non-commercial distribution.
- • You are the copyright holder, or have explict (preferably written) permission from the copyright holder.
Other Stuff:
- The Misadventures of Tron Bonne is currently unsupported by ePSXe. That means it won't work right.
- If you don't know what an emulator is, or have never used ePSXe before, or never used the PSEmu Pro plugin system before, there is little to no chance that you'll know how to properly tweak the settings to give you optimum playability. Remember that every system is different and requires slightly different settings for the best experience.
- A game dumped from a cartridge is called a ROM. A game ripped from a floppy disk is called a disk rip. A game ripped from a cassette tape is called a tape rip. A game from a CD, DVD, or any disc format is called an ISO. While it's OK to call a tape/disk rip a ROM, it's NOT OK to call an ISO a ROM. That's one of my pet peeves.
- ePSXe does not contain any viruses, trojans, worms, adware, spyware, or any other conceivable malware.
