Seriously, how do these things work, guys? Do they hover on the ground, or are the capable of flight?

At 4:42, you get to see 'em in-game. They seem to be bound by the same restrictions as Mega Man's jet skates--you can go up inclines to an extent, and leap off of ledges. As an added bonus you can also use them to run people over, and the cops have them, too. This image, however, makes them look capable of flight. I'm not sure if it was just for promotional purposes, or if they're really capable of getting off the ground by more than a substantial amount. There's no official word on whether they can run on water, but it'd be cool if they did.

I'd say a mix between flight and hover for these things. They can hover idle and use their thrusters to get places in a jiffy. If you watch the Mega Man Legends 3 Prototype Announcement you can see that they can go over a story up. So maybe with the right parts you could get a decent height airborne. Skip to about 1:03 and you can see how you could use the thrusters to gain altitude. Here is an image of getting over one story off the ground. The guy working on the sign is my new random favorite character. They hover really high off the ground to, noticed that when watching the escort mission.

If physics existed in the legends universe you would be doomed if you tried to turn on that thing, assuming you could get it to hover. Anyway looks like it can fly from that video, but not extremely high

Huh. I wonder if the hover thing's got any limit to it, like a gauge on the other screen that drains and refills the more you ride it on solid ground.

Well, For my personal view it always looked to me that the bike was hovering and that the way it goes up in the air is merely momentum from a ramp or a jump. Nothing else.

Hmm. Maybe it'd depend of the distribution of power to each individual thruster? For the standard mode, I'm going to assume the bottom thrusters are generating just enough force to keep the motorhorse off the ground, but not completely airborne. It's also probably the most fuel-efficient setup for a motorhorse, too. Once you start making the thrusters go at 300%, you're bound to chew straight into the internal refractor's power supplies.

Looks like these machines have a form of magnetic levitation, which seems to be very common in this series, could have a smaller refractor powering that. I wonder where Bola keeps his maglev system.

I wonder where Bola keeps his maglev system. In his back pocket, obviously. He doesn't slouch because he's lazy, it's actually a tactical formation he uses to protect his ass, and in turn, his maglev system.

Felt like throwing my two cents here, but the way Barrets vehicle vaguely reminds me of a particular ride chaser from Megaman X- the Sirius. It has thrusters on the bottom, and is also capable of full flight flawlessly...infact, the entire level its used in involves flying around the skies of a city. It required extra energy sources to keep the speed up high though...only difference I can see. But I blame that on game mechanics. Visual references: I always figured that such technology for a vehicle was somewhat borrowed from past history...or re-created. So similarities to Ride chasers, including this model, would make some sense. Maybe some clues to how they work can be taken from this.

Huh. I wonder if shooting your opponents and using speed boosts is legal in the Teomo City limits. Actually, it'd probably be more of an issue if rival gangs raced and outfitted their motorhorses with mods to allow guns and stuff. I'm kind of wondering if there would be any ruins out there that would be more practical to explore on a motorhorse, without the ancients having to have anticipated their existence.

That would depend on the terrain. Motorhorses could be suitable for long terrain that can be difficult to navigate on foot, or by ship (flutter and such included). Ride chasers were treated this way for certain missions. It certainly could suit barrett and other users.
